What I say? It depends on the where and when.
When I'm abroad and someone is trying to communicate with me, or give me directions or information, I don't mind if his/her English is poor.
On another forum, let's say about gardening, it wouldn't matter so much either.
However, on an international dating site, where ppl are looking for a partner, I do mind. Communication is extremely important in a relationship, and if you can't speak the language properly, it means you cannot communicate.
Furthermore, if you know your English isn't good, then why bother to begin with? To me usually an indication that someone is interested in a green card, not in love.
If you really were looking for love, you'd find someone you can talk with, meaning someone that speaks your own language.
Another issue with broken English ... I'm not sure you even understand what I just wrote here ...
