Idk.. maybe the white government or green or gray aliens air dropped drugs into Las Vegas & so now you think that is what happened in Maryland, Chicago, Philadelphia & every major metropolitan, predominantly black town.

anyway, noone has to 'drop drugs' in, but people can ALLOW drugs in,,,especially governments, where there is poverty there arent the resources for mass manufacturing/storing/shipping of drugs,
this was the same government that allowed people to lie to people about receiving treatement for syphillis after all,,,
so yeah, that drugs are permitted by government into certain communities is something that many are able to 'go with',,,because of the governments historical precedence for experimenting on / advocating for the destruction of the impoverished,,,
