I don't know how many followed the link to the article but the 1st paragraph states.....
"The following amendment to the Constitution is proposed to preserve and protect the standard of living and quality of life in America from the effects of overpopulation. It explicitly precludes a dependence on the rest of the world for natural resources and requires an environmentally sustainable population. It does not preclude the consideration of other factors, such as labor force size, productivity, etc."
Proposed or not there is actually a basis, a consensus, for it even to be considered.
Overpopulation is a problem. A REAL PROBLEM! Someday it will HAVE to be dealt with. People will not do it on their own.
Monsatan is playing with the food chain causing sterility and cancers. The stresses of today's world, the economy, and many other factors, are causing many to reconsider child birth in favor of economics or career, but it's a small fraction.
The world is in chaos, not getting any better, and don't think those at the top aren't considering covert options to the problem. I'm not talking the construction of a genocidal program, but perhaps not doing too much about any that may occur.... like withholding sciences and cures? Maybe a casual overlook on the quality control of foods and medicines?
We can joke about it, and laughter can be good medicine, but I sadden to think of the problems our future generations might face if we don't get serious about our planet and our role in it.
