Police: Boy urinated on backpacks in Walmart, caused over $400 in damages

WILKES-BARRE TWP. PA.— Police arrested a 13-year-old boy on Saturday after he allegedly urinated on 20 backpacks in Walmart.

Police say the incident happened at 10:15 p.m., and resulted in $409.28 in damages.

The boy will be charged with criminal mischief at a later date. He was released to the custody of his parents.

I have been searching for more on this to no avail. I am assuming that since he is 13 & this isn't a violent crime, that, that is why he was released to his parents, OR that their is some mental/ emotional documentation that this kid isn't right.
I know his name can not be released, unless he were tried as an adult.
But he sure might of racked up a lot of misdemeanors & maybe a felony.

I can't help help but wonder..why a Judge couldn't hospitalize/ commit this kid for 24-48 hrs ?.
No matter what he is a little deviate & will do provably do this again & perhaps worst.
And there must be a REASON (like abuse) that he chose (school) backpacks... think
