"Took over the budget" is kind of a misnomer, as he helped write and voted for and supported passing the budget, and bailouts, and stimulus packages as a senator.
He wasn't just some guy that walked in off the street saying "Okay, I'm president now, what do we have here, what have you people been doing? Oh I HAVE to use this budget thingy? What's it say?"
He was a democrat senator, in a democrat controlled congress, writing the budget, all mindful of the next president.
Not to mention Bush only requested the second stimulus and left it for Obama to decide if he wanted to go forward with it. Which he did.
He didn't "have" to spend as much as was spent in 2009.
A lot was at his discretion.

That's overly simplistic.
A lot of government spending is in the hopes of "stimulating" making more.
e.g. You make 30k per year, go to law school costing 50k a year, in order to earn 100k a year.
If you try to work and save tuition from a 30k job, you end up missing out on a lot of productive years, which incurs opportunity costs.
Government "should" spend more than it currently makes as it invests in future returns.
It just needs to spend it on the "right" things.
Which it rarely does.
It just seems to funnel it towards that which helps it grow, maintain power, and the minimum required to keep people from revolting.
ALL of the following references would have a major issue in the interpretations & definitions being bandied about in regard to the economy & politics on this thread.

Schoolteachers, police, and firefighters are paid for by state and local taxes like sales tax and property tax, not federal income tax.

Obama took office as a senator in 2005.
He was part of the government that assumes some blame for the economic crash and bank bail outs.
Other than that blame president Harry Truman for "The Buck Stops Here" motto that permeated into the culture that the president is the figurehead of the government responsible for its entirety.
There is no Government ; there is just The Corporations.
