Of course that would naturally lead to a lot of decriminalizing of things and make the criminal justice system far more efficient.
IMO mother nature doesn't do a good enough job of keeping the population in check, so we have to do it ourselves.
Although, I'd prefer more like a lottery system where you can get a license, or enter a lottery for a license, where you can kill so many people per year but you have to show some kind of just cause. Like they cut you off in traffic, or they were just a-holes and lots of people didn't like them. It would be perfectly legal for them to defend themselves. Just like a wild bear. Let people crossing the street with the walk sign shoot the drivers that only look left at oncoming traffic wanting to turn right on red and nearly running over their kids crossing the street.
Keep kids from shooting up schools by allowing them to shoot at drivers going over 15 in a school zone and texting.
Put snipers on the back of firetrucks when for when people don't pull over to the right to let them pass.

Not "Don't break into other peoples homes, please, but if you're going to do it, make sure they aren't home, then there's no danger to you and they can't do anything but call the police who might not show up and statistically speaking only about 13% of burglary cases actually end up in arrest."

seems little different than saying "you aren't really kidnapping and raping someone if they're completely passed out when you tie them up and rape them. You can only defend yourself if you're present in your body. The deterrent is if someone is AWAKE you could be killed due to being a threat. You are not threatening anyone by having sex with someone completely unaware, EMPTY CONSCIOUSNESS."
