by singular I mean a unique and specific object, like THE WHITE HOUSE, or THE WASHINGTON MONUMENT or THE STATUE OF LIBERTY
all these things are symbols and actual singular things
the flag is a symbol that is not a singular object, but a mass produced and sold symbol,, therefore, because individuals pay their money to own that product,, they can do as they wish with it if it does not endanger others
The problems legally arise when there is a product paid for by taxpayers in a region or county or city,,,,,etc,, then the public has a say in how that product is treated and maintained,,,,,
otherwise, so long as its sold as merchandise to individuals, it becomes their property alone and they decide how they want to use it or treat it
