We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America.

In any scenario the funding only comes from We The People. Even corporations are comprised of We The People.
establish Justice
Not Rule Justice. Not Support Justice... Establish it. I establish laws in my own house and none of them require money. Sometimes, money is required to enforce those laws but not to establish them.
insure domestic Tranquility
Insuring Domestic Tranquility also require no money. The Federal Government does not insure Domestic Tranquility, the States do thru their communities. Again, no money is needed from the Federal Government.
provide for the common defense
The key word to note is FOR. Provide FOR the common defense. Not to Provide the Common Defense. Provide FOR is to make the option available. To coordinate if need be. While the coordination may require some funding to operate the defense is actually being paid by the citizen in every state. Thus the States pay for the common defense and the Federal Government only organizes and uses that to protect all its citizens and the integrity of the Nation as a whole.
promote the general Welfare
This one is simple. Promote, not provide. The federal government is a cheering section, the States determine and pay for it.
secure the Blessings of Liberty to ourselves and our Posterity
Again, Very little money is needed by the federal government to do this.

I can ordain and establish anything I want and it costs me absolutely nothing.

To the Federal Government? Why not? The FEDERAL govt needs nothing more than basic financial support. The State is where the people are. Ultimately we all live in the communities. The State government is supposed to be a represntation of the citizens that live in that state.

Why don't all fathers send a check for all children's every want or desire?
The laws of our society have established a minimum of a father's finacial requirement to a child. The requirement is that he provide a percentage of finacial support for the welfare of the child. The finacial support of the child is not solely his responsibility. The responsibility of the federal government is not the same as the responibility of an absent father.

However, the FEDERAL GOVERNMENT should not be supporting the people, State government should support its people. The federal government should only be organizing the state's (and therefore, the people's) will.

The government at the federal level should not be a government of the people in as much as a government of the States. Its like asking one father to be responsible for all children everywhere in the nation. If the government is at the State level, it is like asking a father to be responsible for his specific family.
The Nation is like all the fathers...and mothers of a family getting together and deciding what is best for all of the family. They agree on Uncle Sam to act as a coordinator so agreements wetween them all can be established. If Uncle Bill disagrees, Uncle Sam works with everyone to find an greement that supports the interest of everyone. Everyone gives Uncle Sam funds to provide for all the families the way that they agree on. If Uncle Sam needs a car to make that happen, everyone in the family agrees to buy that car but that car does not belong to Uncle Sam it belongs to the whole family. Just because Uncle Sam wants a limo doesn't mean the family should buy it.
Aunt Charity wants to help their neighbor Mr. Mexico. She asks the family for support and they say no. Uncle Sam agrees with Aunt Charity but cannot help Mr. Mexico because the rest of the family said no.
As for money, Uncle Sam holds the money that the rest of the family gives him. He divides it up and gives it back to them. Uncle Bob only had a dollar this year but Aunt Sue had fifty dollars this year. Uncle Sam gives back equal shares to all family members and keeps one share for his own expenses. All families get more than enough back to support their respective families and do with that money as they see fit. The money is only part of their income, they also have revenue garnered from the widgets they make and the gardens they harvest. The families that are large in number have more revenue so require less of the money Uncle Sam gives them. The smaller families, have less revenue and use more of the money Uncle Sam gives them back. Sometimes Aunt Rose gives some of her surplus money to Uncle Needy's family.
To me, that is not an Absentee Government.
