You do understand that there have been "petitions" asking to build death stars, take over Hostess when it was failing to nationalize the Twinkie, and fund research to create a hybrid slave race?

Even if a petition gets the signatures, there is no law compelling anyone to respond to them.
Even if you do get a response, it doesn't have to be the president, nor is there any guarantee that anyone higher than the white house janitor will see it or respond to it.
Much like change.org or part of moveon.org it's a farce that mostly just keeps morons busy doing something so they can feel a false sense of accomplishment.
The petitions should be seen as entertainment, not as a realistic exercise of democratic power.
