I have recently pet 2 budgie bird.

Presuming you have a normal green or blue budgie, it's actually very simple.

The area above the beak where the bird's nostrils are is called the "cere". In a mature budgie (six months old or older) the cere will be bright blue if it's a male, and will be a crusty brown if it's a female.
