ANGER MANAGEMENT and dispute resolution courses in school?
I don't see anything in the article that notes any type of anger or dispute involved in the shooting.
There's no motive for the shooting in the article linked and nothing more relevant than people were shot by another 15 year old.
For all I know, based on the linked mostly click bait article meant for liberals that want to feel more than think, some kid from the special ed class broke into a neighbors house, stole a gun, and was trying to shoot pigeons off the roof.
I mean if we are going to be sure guns are so readily available to people, perhaps it wont hurt to do more to foster the temperament and mindset of those people who may decide to have one?
It's not legal for a 15 year old to buy a gun. Handgun or rifle.
It's specifically against federal law for someone 15 to be in possession of a handgun.
If they've got a gun then either their parent(s) gave them one, the kid stole it, built it, or there was an illegal transaction.
If some 15 year old kid bought it via the "loophole" then the person selling it to them is probably screwed for not filling out a bill of sale to show transfer of ownership and could possibly be charged as an accessory to whatever crime is committed by the gun they sold to the kid. Not to mention in violation of federal law by selling it to a 15 year old.
Saying they "are so readily available to people" with a link to a story about a 15 year old kid shooting other 15 year old kids kinda implies they're freely selling guns to kids.
Other than that, there are more restrictions on gun ownership than there are in voting.
Some people are freaked out that Trump has access to nuclear weapons.
God knows how many innocent civilians were killed in Iraq and Afghanistan after we invaded for WMD's, and the continuing conflicts.
Mainstream media seems to love pushing to the front every single shooting in this country. But foreign civilian casualties in ongoing war efforts? Mostly crickets.
Why aren't there national voter i.d. cards? Why are there no background checks or psychological evaluations or emotional temperament checks for people to vote? Why are there no mandatory classes on maintaining political equanimity for voting? Or even speak? Or join a church?
Private gun ownership, speech, voting, constitutionally protected rights.
But treated very differently.

It would be more appropriate to say "Not to take or regulate the precious rights of gun owners."
Whether you like it or not, the 2nd amendment exists, and however you might like to personally interpret it is legally recognized as referring to "guns."
Ultimately making "guns" little different than speech, or being secure with your possessions, or religion, or fair trial.
Doesn't matter whether you see no point to others having guns.
It's not regulating the precious guns of gun owners, it's regulating the rights of gun owners through gun regulation.
IMO little different than regulating free speech by classifying certain things as "hate" speech. "Oh, that's an assault rifle, we're going to regulate it so you can't have those. That's dangerous. Oh, that's a book on slavery, or has swear words in it, or pictures of naked people, that's gross and dangerous to children, you can't have those."

How have the abstinence programs worked in school? Or sex ed?
Fewer kids having sex? Eradication of teen pregnancy?
How about drug awareness? MADD? No more kids drinking? No more kids selling Ritalin to each other? Opioid epidemic never happened? No one is stealing from their parents medicine cabinets?
How about drivers education? Eradicated all car accidents caused by teens? No more texting and driving?
Might as well say you should mandate alcoholics anonymous for everyone that applies for a drivers license, and then expect that to end drunk driving.
