For me personally, no way. I don't like pain inflicted on me and to go through all that pain and be stuck with something I might not like in a few years isn't for me.
On others, it depends on what the tattoo is, how many, and the size of it as to whether it's attractive to me.
My one niece has a couple and they look really nice on her. My other niece is pretty much covered head to toe and it looks horrible, at least to me it does.
On men, same thing. I prefer none, but some are attractive.

On women in general I don't find it very attractive. Some can be nice or even sexy, yet I don't feel it enhances nor exudes femininity. It's more masculine. (look at the ancient people, it was always men who did those things.)
On men, some I can appreciate, but not when they're covered head to toe. And I hate the koi-fish. So much so that I don't think I could live with a man who had a koi-fish tattooed on him.
I particularly dislike coloured tattoos.
The ones I can appreciate are not coloured, and more of Celtic design.
