Like you have said before, people stay in their situations. If you are raised with a work ethic, you always work to better yourself. If you are raised to sit and wait on a check, that's what you continue to do. It's time to cut welfare and instead focus on job placement and communities/families helping each other.

When the men come around to be serviced, these women can ask for help paying their bills/food. They need to be taught to use protection instead of running to the govt.
