Hell, Putin did some killing himself. He was a Lt. Colonel in the KGB in counter intelligence. Their interrogations were brutal, far worse then anything most countries allow and they would kill people over nothing.
Hell, just one example if you were Russian and criticized their war in Afghanistan you would disappear to Siberia or be killed after being tortured. Even if you were innocent they would still kill to send a message and Putin did those things.
