Without reading more on it, here's my guess...
The space race of the 1960s spurred a technological explosion. Thus in the '70s and '80s scientific and technological research had become a mainstay of the space program, but after the moon landings, it lacked a clear goal.
I think Trump simply wants to bring us back to that technology boom by giving NASA a clear directive again.
So it's not so much about aliens or planets or expanding out into space. It's about providing impetus to create new technologies, and thereby new jobs and industries.
Very good point. Perhaps we're not quite ready to invade space just yet, but pushing to land on Mars may not be exactly about getting us on Mars, but what technology will come of it.
SpaceX Mission Statement:

Why would Elton Musk, the PayPal founder and therefore an astute banker not consider fulfilling needs of people on earth as opposed to wanting to go to Mars?
The short answer is there is no end to needs; fill one, then a second one crops up.
So also with want but there's a big difference
When one needs bread to survive - (of course); but he fights his way in life
When one wants to become rich; he will die happily trying
Unfortunately 'want' has received a bad label by those in need.
The unfortunate thing is most of us were swayed by 'needs' from early life. (and to my eternal regret)
