actually, no such distinction exists in the 25th amendment

Section 3 and (especially) Section 4 are long and complicated by constitutional standards. Nevertheless, they leave a number of issues unsettled—most significantly, what counts as presidential “inability.” At the Constitutional Convention in 1787, delegate John Dickinson asked, “What is the extent of the term ‘disability’” in the proposed presidential succession clause, “and who is to be the judge of it?” No response is recorded. By giving the President, Vice President, and Congress important and distinct roles, the Framers of the Twenty-Fifth Amendment went a long way toward answering the second part of Dickinson’s question, rather than try to resolve the first part.
Misspeaking? Lets talk about some "misspeaking".
Five other times Donald Trump ‘misspoke’
"Donald Trump is claiming that a slip of the tongue was to blame for his controversial denial of Russian interference in the 2016 US election - and he certainly has a history of muddling his words".
"The US president has faced a barrage of criticism over his comments following a summit with Russian president Vladimir Putin in Helsinki on Monday but insisted yesterday that he had “misspoken".
"Reading from a script, Trump explained: “The sentence should have been, ‘I don’t see any reason why I wouldn’t, or why it wouldn’t be Russia [interfering],’” instead of “why it would”, Trump said. “So you can put that in,” he added.
Here are five other examples of the US leader’s gift of the gab".

24 hours later, Trump claims he misspoke in Helsinki, meant to say Russia did have reason to meddle in election
"President Donald Trump attempted on Tuesday to clarify his widely criticized comments in Helsinki, saying that he had misspoken when he said a day earlier that he did not see why Russia would have meddled in the election. Trump said Tuesday he meant to say he did not see any reason why it wouldn't have been Russia that interfered".

A Besieged Trump Says He Misspoke on Russian Election Meddling
"WASHINGTON — Under unrelenting pressure from congressional Republicans, his own advisers and his allies on Fox News, President Trump abruptly reversed course on Tuesday and claimed he had misspoken during a news conference with President Vladimir V. Putin about whether Russia tried to influence the 2016 presidential election".

Trump's mental health and why people are discussing it
"The question has been raised again by the release of a new book by New York journalist Michael Wolff, which chronicles the first year of the Trump White House.
The book - the accuracy of which has been disputed by the White House and queried by others - paints the president as impatient and unable to focus, prone to rambling and repeating himself".

When you get right down to it, the right hasn't a leg to stand on when trying to talk about the left. You can talk about Pelosi all you want. But what you say will ring hollow. Kettle, meet black.
Not as long as Trump is in office. As long as he is there, the more ammunition he is going to hand to the left. Simply because he refuses to listen to anyone. He can't stop lying. He can't stop putting his foot in his mouth on an almost daily basis. He gives no thought before he speaks. If he had, he wouldn't have made such a fool of himself when he declared on nationwide TV that "HE" would take the blame for the Gov shutdown. He said that "HE" would make Mexico pay for his wall.
Now he is trying to crawl into our pockets for that. Yes, you can talk about Pelosi if you want. But to the thinking person that knows all the above and more, Pelosi is a breath of fresh air. Left or right.
At least she does seem to know what the will of the people is. And it's not a wall.
