i found this too kristi but nowhere could i find the actual law or the bill/ resolution number to quote the actual text of said 1974 voted in law

I did find this "Legal Aspects of Impeachment - Department of Justice" http://www.justice.gov/olc/page/file/980036/download

Not sure if it clarifies but as close as I could find.
