I wanted to know what it means when a person has a blue circle around their picture?

It means that they have something written in their profile.

I just noticed others that have a lot written in their profile, but they do not have the blue circle....I thought it meant maybe they were online?

Green dot denotes they're currently online and red dot denotes they're offline.

If I remember correctly, the blue circle means that their profile has info but not completed. I would have to refer back to previous posts here. I don't see the dots because I use the full site version.
