No, Biden admitted on stage that they withheld the money because the guy was corrupt and the US Government needed assurances that Ukraine was combating corruption. The guy Ukraine needed to fire was not investigating Hunter or Burisma, and withholding the money was in line with the interests of the whole international community. Also importantly, it wasn't a personal favor to Biden.

When Trump was President, he had put an amount of budgeted money to go to building the Wall to stop illegals from crossing border.

When J Biden took office of POTUS he allocated the money to go elsewhere for use.
J Biden changed many things he could change as soon as he became POTUS.

Biden only revoked the funds diverted from Defense appropriations. Trump took DOD funds and tried to give it to contractors working on the border wall, without Congressional approval, and biden stopped that. All the money Congress approved for the border wall was not stopped by Biden.

Never said Trump didn't try to get Congress to pay for the wall (Mexico didn't pay like he promised). It was widely reported that Trump diverted military funding to pay for the wall, and the Biden Administration stopped that.
