The police, MS. who would you like to do the identifying.. a neighborhood pastor?
The cops know by history, name, nickname, body markings, signs, hats worn ( yes, the type of baseball hat) color of clothing worn, locations, past criminal records, places of gathering, Intel ect, ect, ect.
The Chicago cops ( like most metro cops) are street smart. they know the language and the street sense
And past criminal records are key, because these thugs are no stranger to the court systems.
And I am betting not many who get frisked and are found with a gun are carrying a legal gun...not many at all. Do you think these thugs have legal guns???.. really?
violating right to bear arms.............How about the kids that were killed, were their rights not violated.. to the max?
Chicago is making headlines in every newspaper across the country for this carnage... and it is far from the 1st time.. far from it. It is now their stigma.. that is how bad it is.
So, again.. I ask you... what is the reason for a total clean out not to take place... what is it?
well here we go. As I stated, those who are COMMITING crimes should be stripped of the gun, that would actually include carrying an unregistered weapon IF it has been reported stolen.
other than that, I dont trust people to make assessment of who does or doesnt have the right to bear arms based on anything as subjective as names, nicknames, body markings, signs, or hats, or color of their clothes, or the location, or where they gather.
none of those factors are illegal and none are justifiable in taking away someones right to bear arms.
Chicago has been stigmatized before, but the law and the rights are still the law and the rights. and Military should be reserved as LAST option, not sole resort or first resort.
So the reason for not having a 'total clean out' is no one is offering a constitutional explanation of HOW that would be done, without alluding to their own subjective standard of 'thug', which does not have to equate in their mind to having been guilty of any actual crime.

if you try to clear out a rat nest and you don't get them all.. you have accomplished... nothing. Thy will be back in force in 2 weeks.
And the constitutional question is a non question as it would be determined by the authorities in charge of the clean out and based on local laws. And since it is a democratic area, that should make you happy.
And since you are not on the ground there you don't have to make the decisions, because frankly you couldn't, you wouldn't know what to look for... not your fault.. you are not familiar with that life style. Others who do have the experience and knowledge in how to identify gangbanger are on the ground. Every major city police dept. has what is called "Anti Crime or Gang departments", and that is all they do is intel on and arrest of gangbangs..
The Dept. of Corrections also has intel on gangbangers.. the ones in prison and the ones who passed thru the prisons and are currently on the street. Same for the State Police.
You may think some of the indicators I listed are B/S,.. kidish.. but if you lived in a city.. with gangs.. and you were street smart, you would know differently.
Like I say, they already have a manifest of " who's who" in these gangs..
Its not their first rodeo on the streets.
