In a 2016 interview, Superintendent Eddie Johnson and Deputy Superintendent Kevin Navarro, speculated on the rise in homicides. They blamed, in part, a perceived willingness by criminals to settle disputes with guns, and what they said is a failure on the part of the justice system to hold them accountable.
"We used to respond to gang fights in progress ... now we respond to shots fired," Navarro said. "People fought. Now everyone picks up the gun. Just like that."
Many factors are behind the spike, including access to guns, the fracturing and factioning of street gangs, and poverty and disinvestment in the most effected communities.

Just look at the raw numbers: There were 2,547 shootings with at least one victim (excluding accidental ones). In total, 539 people were killed and 2,626 were injured. The most shootings (291) happened in July, while the fewest happened in March (144).

And you really think that any kind of law.. be it gun or and other law is going to stop lawless gangbangers from getting guns? The guys who are shooting, murdering, selling drugs are going to stop and think twice because of... guns laws?... really?

Chicago's violence problem is a direct result of the gang problem there, which is the highest ( in member numbers) then ANY other metro area in the U.S. Some of them ( gangs) going back to 1950, meaning they are well established, very organized and certainly have the fire power.
They already have enough guns to last them for 10 -15 years, so what it a new law going to actually do?
perhaps identify criminals BEFORE the crime, by making the possession itself a crime without proper documents, kind of like citizenship.
having a gun is a right. however if one is carrying without the proper registration and documentation/licensing, it should be treated as an offense in itself with the guns AT THAT POINT (after an actual crime AND verification of illegal ownership) be stripped from them as well as their right to have a weapon.
perhaps a license database for legal gun ownership just like driver license, that police can check against id to verify the owner has no restriction on carrying.
there are things that can be done, that are not gonna be any problem for 'legal' gun owners.
That's a great idea. Making it a crime if the gun you are carrying isn't registered to you and also charging someone with carrying a unregistered gun AFTER he commits the crime
